Definitive EUDR guide for palm oil importers

The EUDR (Reg. EU 2023/1115) applies to palm oil (HS 1511.10) and its derivatives. If you import palm oil or products containing it, you must prove the plantation of origin is deforestation-free after 31 December 2020.

1. What EUDR covers for palm oil

EUDR covers crude palm oil, refined palm oil and derivatives (fatty acids, esters, biodiesel). The main risk zones are Indonesia and Malaysia, where palm expansion has been a key driver of deforestation.

2. Plantation geolocation

Each palm plantation must be geolocated with a 6-decimal GeoJSON polygon. For mills that mix fruit from multiple plantations, you need to trace to the plantation of origin.

3. Satellite screening

Satellite screening verifies whether the plantation had forest cover at the cut-off date (31 Dec 2020).

4. Risk assessment

Key factors: country of origin (Indonesia and Malaysia are high-risk), product type (crude vs refined vs derivative) and mill-level mixing.

5. DDS dossier and TRACES

The dossier includes operator, product, geolocation, statements and risk assessment.

EUDR-Comply manages the full palm oil flow, from plantation to a TRACES-ready pack.

EUDR-Comply builds a due diligence dossier, runs an automated deforestation screening (decision support, not automatic legal conformity) and produces a TRACES-ready pack. Official submission to the EU Information System is the operator's responsibility. Deforestation cut-off reference: 31 Dec 2020. Retain evidence for 5 years.
